Emma Noyce

Emma is Assistant Director for Regeneration and Growth at Hampshire County Council. She has spent 20 years working in the public sector across a number of fields including Countryside, Heritage, Regulatory and Cultural Services. Emma’s current role focuses on the future vision for Hampshire and the part that culture and creative communities play in shaping this place. As a previous Head of Service and a passionate advocate for Libraries, she has extensive experience in representing sector-wide interests and has experience in policy making and transformation at a national level. Emma is a past Chair of the Green Libraries Partnership and was awarded a BEM in 2022 for services to the community during the pandemic.
